Amendment No.17: Amend the retail frontage parameters
The Planning Scheme designates Primary and Secondary Retail Frontage in Figure 2.5.1, with further details on its consideration outlined in Section 2.4.3. To provide flexibility in relation to the evolving commercial and retail patterns of consumers, amendments to the Planning Scheme are proposed to encourage a wider variety of land uses at ground floor along the identified key frontages. The amendments provide opportunity for residential frontage in tandem with retail and other land uses.

Frontage
Section 2.5 outlines the key Primary and Secondary Retail Frontages in the urban centres. The Primary Retail Frontage is the principal frontage for the Retail Core area at Clonburris Urban Centre. Primary Retail Frontage should accommodate be dominated by retail uses, with a smaller proportion of supporting, supported by small scale services (restaurants, public house, post office, specialist services etc) and active residential frontage. The primary frontage should be highly varied, and not dominated by one or a small number of units. On the Primary Retail Frontage, in general, a minimum floor-to-floor dimension of 4 metres will be required. The ground floor of the primary frontage should present diversity in terms of shopfront design, colours and materials.
Buildings should not be set back from the street or space on the primary or secondary retail frontages, and where commercial uses are proposed at ground floor.
The Secondary Retail Frontage is of a lower order of scale and value than the primary frontage. A mix of retail, service, residential, community/civic and non-retail commercial uses is permissible. Secondary Retail Frontage excludes large-scale comparison and convenience shopping.
