Amendment No.9: Car parking management – clarify layout and management

 

This amendment strengthens the existing guidance in Section 2.2.6 by clarifying key criteria that should form part of a car parking management strategy. It reflects evolving best practice in urban development, where more efficient and flexible parking provision is encouraged, particularly in areas served by high-quality public transport such as Clonburris. Clear identification of EV and accessible spaces, coupled with a strategy for future-proofing and flexible parking management, will help ensure that car parking provision does not undermine the SDZ’s modal shift and sustainability objectives. These additions also align with broader national policy direction supporting compact growth, sustainable transport, and efficient land use.

Add additional bullet points to the following text in Section 2.2.6 Parking – Car Parking Standards 

  • The proximity of the site to the Kishoge and Clondalkin-Fonthill Railway Stations; 
  • The proximity of the development to services that fulfil occasional and day to day needs; 
  • Demonstration that car parking can be shared between complementary land uses including Park and Ride Facilities; 
  • The existence of a robust and achievable Workforce Management or Mobility Management Plan for the development; 
  • The ability of people to fulfil multiple needs in a single journey; 
  • The levels of car dependency generated by particular uses within the development; 
  • The ability of residents to live in close proximity to the workplace; 
  • Peak hours of demand and the ability to share spaces between different uses; and 
  • Uses for which parking rates can be accumulated.

Planning proposals should set out the following: 

  • Car parking numbers clearly identified on a site plan including identification of Electric Vehicle (EV) and accessible spaces;
  • The car parking ratio; and
  • Management measures for car parking spaces, including the EV spaces. Management to ensure on street spaces are not allocated to individuals.
