Amendment No.5: Replace standalone pedestrian bridge over railway with a pedestrian connection integrated with Clonburris Fonthill Station to enhance urban centre permeability 

It is proposed to amend the Planning Scheme to remove the standalone pedestrian bridge previously identified to cross the railway and instead provide a new pedestrian link connecting directly to the Clondalkin Fonthill Railway Station and Fonthill Road. This change reflects a revised design approach whereby pedestrian access is facilitated via an integrated station link rather than a separate bridge structure spanning the railway line.

The revised proposal offers several benefits. It concentrates pedestrian movement into the urban centre, increasing footfall and activity around the station, and improving legibility, safety, and placemaking within the heart of the SDZ. It also avoids the need for a visually intrusive and technically challenging standalone bridge, which would have required a significant zig-zag structure on both sides to address topography, Building Regulations, and clearance requirements.

While the original bridge responded to permeability objectives across the railway, particularly given the presence of a gas wayleave, the revised proposal maintains strategic connectivity in this area. The new link ensures that pedestrian permeability is retained and enhanced by providing a high quality, accessible connection into the public transport node and associated urban amenities.

In summary, this amendment replaces a more complex standalone bridge with a streamlined, integrated solution that continues to meet the permeability and infrastructure delivery goals of the Planning Scheme while offering improved functionality, user experience, and visual integration.
