NOTICE OF PROPOSED MATERIAL AMENDMENT TO THE CLONBURRIS STRATEGIC DEVELOPMENT ZONE PLANNING SCHEME 2019
Notice is hereby given that South Dublin County Council is placing a Proposed Material Amendment to the Clonburris Strategic Development Zone Planning Scheme 2019 on public display, in accordance with Section 170A of the Planning and Development Act 2000, as amended, and following correspondence received from An Coimisiún Pleanála.
South Dublin County Council submitted a proposed Non-Material Amendment to the Clonburris Strategic Development Zone Planning Scheme 2019 to An Coimisiún Pleanála on 11th September 2025. The proposed amendments were submitted to support the continued coordinated delivery of the Clonburris SDZ, including amendments relating to infrastructure delivery, compact growth, sustainable mobility, design clarity, phasing and associated updates to Planning Scheme figures and references.
On 11th June 2026, An Coimisiún Pleanála determined that the proposed amendments constitute a material change under Section 170A(4)(b) of the Planning and Development Act 2000, as amended, but fall within the criteria set out under Section 170A(3)(b). An Coimisiún Pleanála has therefore directed South Dublin County Council, as Development Agency for the Clonburris SDZ, to proceed with the statutory consultation process under Section 170A(7) before the Commission can make a final determination on the proposed amendments.
Following receipt of An Coimisiún Pleanála’s determination, South Dublin County Council sought clarification in relation to the status of any associated reports or decision documentation. Formal confirmation was received on 1st July 2026 that no further reports would issue, and the consultation documentation has therefore been prepared on the basis of the Commission’s determination letter and the documentation previously submitted.
The amendment package now being placed on public display is based on the documentation previously submitted to An Coimisiún Pleanála, together with updated headings / references and supporting documentation to reflect that the amendment is now being progressed as a Proposed Material Amendment.
Reason for the Proposed Material Amendment
The proposed amendments seek to support the continued delivery and implementation of the Clonburris Strategic Development Zone Planning Scheme 2019.
The amendments include updates relating to infrastructure delivery, bridge and street layout changes, park hub provision, electric vehicle charging, car parking management, mobility management, home zones, active frontages, urban design flexibility, service provision, housing delivery provisions, domestic extensions and alterations, retail frontage parameters, telecommunications infrastructure, and associated updates to figures, references and minor typographical matters.
In accordance with Section 170A(3)(b)(i)–(vi) of the Planning and Development Act 2000, as amended, An Coimisiún Pleanála determined that the proposed amendments would not constitute a change in the overall objective of the Planning Scheme, would not relate to lands that are already developed, would not significantly increase the overall commercial and/or residential yield under the Planning Scheme, would not adversely affect or diminish the amenity of the area, would not be likely to have a significant effect on the integrity of Natura 2000 sites, and would not be likely to have significant effects on the environment so as to warrant Strategic Environmental Assessment.
However, An Coimisiún Pleanála also determined, in accordance with Section 170A(4)(b), that the proposed amendments constitute a material change. South Dublin County Council is therefore required to proceed with the statutory consultation process under Section 170A(7) before the Commission can make a final determination on the proposed amendments.

Making a Submission
Submissions or observations regarding the Proposed Material Amendment to the Clonburris Strategic Development Zone Planning Scheme 2019 and the accompanying documents are hereby invited from the public and interested parties. Written submissions or observations may be made from Monday 31st August to Tuesday 29th September 2026 inclusive, in one of the following ways:

- By post to: Proposed Material Amendment to the Clonburris Strategic Development Zone Planning Scheme 2019, Senior Executive Officer, Delivery Section, Planning and Transport, South Dublin County Council, County Hall, Tallaght, Dublin 24, D24 A3XC.
All valid written submissions or observations with respect to the Proposed Material Amendment and accompanying documents, made within the stated period, will be taken into consideration by South Dublin County Council. Following the consultation period, South Dublin County Council will prepare a report on submissions or observations received and submit this report to An Coimisiún Pleanála for its consideration.
In respect of making a submission or observation, please note the following:
- Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.
- All submissions or observations should include your name and a contact address and, where relevant, details of any organisation, community group or company which you represent.
- Submissions and observations should be made in one medium only, i.e. hard copy by post or via the consultation portal.
- Email submissions and late submissions will not be accepted.
Only submissions or observations made in respect of the Proposed Material Amendment and accompanying documents will be considered.
Submissions or observations in relation to other aspects of the Clonburris Strategic Development Zone Planning Scheme 2019, which do not relate to the Proposed Material Amendment, cannot be considered as part of this consultation process.
