The Clondalkin Planning Framework is a very welcome plan for the area. There are some very good proposals in the plan which should be welcomed. However, I have some concerns which are outlined in the observations. I am also concerned that some opportunities may have already been missed as some development are already in the planning system, while one in particular that is midway construction could have negative consequences on the Clondalkin village area.

Observations

Retrofitting, district heating.

CA4: Renewable Energy CA4 Objective 1: Promote the benefits of choosing renewable energy through public information campaigns / community energy clinics among the community, ensuring homeowners understand available grants and incentives and their potential energy savings. CA4 Objective 2: Support renewable energy as part of new development and through retrofitting of existing buildings, including through an increase in solar panels, heat pumps, and micro wind energy where feasible

 

Comment: It’s welcome that objectives regarding renewable energy are included in the plan, however this needs to be strengthened through enhanced funding of retrofitting for residential buildings. There should be an objective that sets out how district heating can be achieved, particularly at the Ninth Lock framework site through excess heat from the Echelon data centre in Crag Avenue industrial estate.

 

Cycle routes

Cycle routes: P1 Segregated cycle infrastructure along Ninth Lock Road.

This is very welcome and necessary, however it is also needed to continue this throughout the length of the Ninth Lock Road (beyond the area in the plan), past the Nangor Road intersection and at least to the Grand Canal, but preferably all the way to the Fonthill Road. (there is already some cycle infrastructure near the Fonthill/Ninth Lock Road intersection)

 

Public transport

RE: P. 16: → Increasing frequency of buses on underserved routes.

→ Relocate and improve the location of bus stops in

the village

→ Develop a high frequency route from the Red Cow Luas

Stop through the Village towards Clondalkin Fonthill

train station

→ Engage with the Department of Education and the

Department of Transport regarding the creation of a

school bus service within Clondalkin.

 

Comment: These proposals for improved public transport are great and absolutely needed for this plan to work. 

 

New community facilities

CHE9: Future Community Facilities CHE9 Objective 1: To ensure the provision of appropriately sized and purpose-built community facilities as part of future development of the Ninth Lock Framework site (CB Packaging site) adjacent to the Ninth Lock Road, to serve new and existing populations and to facilitate good placemaking and social integration of the existing village with new residents.

 

Comment: It is good that new community facilities are being identified for the Ninth Lock Framework site, however it would be good if for example the old RIC barracks were included here for new community facilities. This would ensure that the building be preserved in an appropriate manner.

 

Housing tenure

H1 Objective 2: To require that 20% of lands zoned for residential use, or for a mixture of residential and other uses for development of 5 or more units or development of units on land greater than 0.1 hectares (or relevant figures as may be revised by legislation) be reserved for social and affordable housing in accordance with the Affordable Housing Act 2021 and the Planning and Development Act 2000 (as amended).

 

Comment: In addition to the statutory 20% social and affordable it should be considered that the LPF area has a lower than average percentage of social housing and as such the social housing could be increased to minimum 50%.  

 

CHE13 Objective 1: To support the provision of a mix of tenure types within Clondalkin LPF in creating suitable accommodation for all in promoting sustainable and mixed income communities and discourage an over proliferation of a single tenure (whether private owner occupier, private rental, social rental or affordable purchase and rental) within any local area (within a 10-minute walking distance) in line with the Housing Strategy and Interim HNDA of the South Dublin County Development Plan.

Comment: Considering the lower than average number of social housing in the LPF area the provision of social housing should be prioritised.

 

 

Knockmeenagh re-zoning

Objective KF1 Zoning and Transport KF1 Objective 1: To include the Knockmeenagh Framework site lands as part of the review of zoning for new housing targets and land capacity within the County. 

The proposal of re-zoning of the Knockmeenagh Framework site lands is welcomed. There is a need to ensure that any development strictly adheres to the objectives and requirements in the plan.
