South Dublin County Council (SDCC) propose to make a Local Planning Framework (LPF) for Clondalkin. As part of this process, SDCC invites submissions through this online portal and all submissions will be reviewed appropriately. This LPF incorporates a framework for guiding the future development and growth of Clondalkin.
The Draft Clondalkin LPF is the planning document that your councillors will be asked to consider at a meeting in December. The full Draft Clondalkin LPF can be found directly underneath the 'Home' link on the right-hand side of this screen. Likewise, each individual chapter can also be found on the right-hand side of the screen in a list format.
The Draft Clondalkin LPF is accompanied by:
- A Strategic Environmental Assessment (SEA) Environmental Report
- Environmental Report Non-Technical Summary
- A SEA Screening Report
- A SEA Screening Determination
- An Appropriate Assessment (AA) Screening Report
- An Appropriate Assessment Screening Determination.
- A Strategic Flood Risk Assessment (SFRA) Report
The Draft Clondalkin LPF is supported and informed by:
- Architectural Conservation Area (ACA) Appraisals (Clondalkin Village, Saint Brigid's Cottages, Ninth Lock and Ballymanaggin)
- A Conservation Plan.
- A Local Transport Plan.

There will be three in-person public information drop-in clinics that will take place during the public consultation period. Council staff will be available to answer queries during two drop-in clinics at the Clondalkin Civic Office, Ninth Lock Road, Clondalkin, D22 E9X5 at the following times:
Thursday 4th September 10:00am – 12:00noon
Wednesday 10th September 2:00 – 4:00pm
Council staff will too be available to answer queries during a drop-in clinic at the Round Tower Visitor Centre (Brú Chrónáin), Tower Road, Clondalkin, Dublin 22, D22 DV56 on:
Wednesday 17th September 6:30 – 8:30pm
Have your say on the Draft Local Planning Framework (LPF)!
The plan making process is a collaborative one and we are looking for you to explore the Draft Clondalkin Local Planning Framework and provide your views on it. South Dublin County Council hereby invites any interested individuals or parties to make submissions and observations in respect of the Draft Plan. Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.
How to make your submission
You can make online or postal submissions to the Draft Clondalkin LPF and/or the environmental reports. All submissions should include your name and address, a map (where appropriate) and, where relevant, details of any organisation, community group or company etc., which you represent.

Submissions and observations on the proposed Draft Clondalkin Local Planning Framework and the environmental reports can be made to South Dublin County Council until 4:00pm on Monday 29th September 2025 for postal submissions and up to 11:59pm on Monday 29th September 2025 for online submissions.
Please be advised that all submissions received will be published online in accordance with the requirements of the Planning and Development Act, 2000 (as amended). You should ensure that no vexatious, libellous, or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Planning Authority reserves the right to redact any submission or part thereof that does not comply with this requirement. Please be advised that the submission will be published in full.
All written submissions or observations received by the Planning Authority shall be published on the website of the authority within 10 working days of its receipt by that authority in accordance with Section 13 (3A) of the Planning and Development Act, 2000 (as amended).
All submissions received will be reviewed by South Dublin County Council.
