Clonburris SDZ Planning Scheme 2019 (amendments 3, 4, 8, 9 and 18)

I make this submission on the Proposed Material Amendment to the Clonburris SDZ Planning Scheme 2019 (amendments 3, 4, 8, 9 and 18).
I support better walking, cycling and public transport at Clonburris. However, I am concerned that downgrading the north-south vehicular link (amendments 3 and 4) will push extra traffic through the Fonthill Road North junction at Seven Mills - as the Council’s own Systra traffic report indicates - while parking here is already restricted.
Crucially, Seven Mills has no bus service at all, and the completion of DART+ South West - the rail service this area depends on - has been deferred to post-2035 in the National Development Plan Review 2025 Sectoral Investment Plan for Transport. It is not acceptable to reduce or constrain parking (amendments 8 and 9) on the basis of public transport that does not exist and is more than a decade away.
I therefore ask the Council to:
1. assess and mitigate the traffic impact on the Seven Mills junction;
2. protect existing and accessible parking;
3. ensure any parking reduction is conditional on public transport being actually delivered and operational; and
4. confirm that reallocating units to the northern area (amendment 18) will not add traffic and parking pressure near Seven Mills without matching transport capacity.
