You're climate action stance is really a moot point. Most vehicles now are electric and all will be within the next 10 years. The ones that are not will be sitting in a row of traffic pumping out carbon monoxide/dioxide into the air for hours due to the traffic congestion your proposed plans will bring.
Since the electric car is a real option for people now, and the fact is we are taxed to the hilt with carbon taxes in ireland already, what exactly is SDCC'S objective in bringing in these ludicrous changes? What do you hope to achieve when you take the above points into account?
How are families already struggling to pay fuel bills, cost of living etc going to bring and collect their kids from school/afterschool/activities etc and get to and from work on time to do all of this? It might come as a shock but a lot of parents drive their kids to school and then drive to work...outside of clondalkin/dublin. Reduced traffic access in the village will just cause hassle for parents, the elderly, disabled people etc. Businesses will also suffer. Just sounds like a bit of a vanity project for someone up the ladder to be honest. People do not want this at all. Address the E-Scooter problem in clondalkin village. That would be a more worthwhile project for SDCC. Also, provide better grants for businesses in the area to utilise solar energy. That will yield infinitely better results for the environment than narrowing a load of junctions.
