I am a resident of Parkleigh, Seven Mills Clonburris, where my home has an allocated off-curtilage parking space permitted and delivered under the 2019 Planning Scheme.
Amendment No. 9 adds the requirement: "Management to ensure on street spaces are not allocated to individuals." I request that the final wording clarify that this applies only to future planning proposals and does not affect allocated off-curtilage or on-street spaces in developments already permitted or completed, including when roads are taken in charge by the Council.
This is consistent with the Commission's determination that the amendments would not relate to lands already developed or diminish the amenity of the area. Without this clarification, residents who purchased homes with allocated spaces face uncertainty, in an area where parking pressure is already a documented concern.
Many homes in Clonburris, including mine, have allocated off-curtilage spaces rather than driveways, so residents cannot install a charger at the house. I request that the amended requirements:
(a) do not reduce the EV charging provision required under permissions already granted; and
(b) set out a clear route for residents with allocated off-curtilage spaces to access charging at or beside their space, for example by permitting resident-funded chargers at allocated bays or requiring ducting to them, and identify which body (management company or Council) is responsible.
I request that the new Home Zone standards (a) apply only to streets not yet permitted, (b) preserve allocated resident parking on existing streets, and (c) include clear traffic-calming and child-safety measures, with enforcement arrangements stated both before and after roads are taken in charge.
Replacing the vehicular bridge with a pedestrian and cycle bridge will redirect vehicle trips that would otherwise have used it. I request that the Chief Executive's Report set out, based on the Systra Bridge Removal Assessment Modelling Report, where that traffic is expected to go, and confirm that it will not be displaced onto residential local streets and home zones in completed estates. Where displacement is expected, specific mitigation such as traffic calming should be committed to. I also request confirmation that reclassifying the associated streets from Link Street to Local Street will not reduce existing on-street parking, footpaths or crossings on streets that are already built.
I request that the Chief Executive's Report confirm how the north–south connection intended by this objective will be provided for pedestrians, cyclists and public transport once the objective is deleted. It should also confirm that vehicle traffic that would have used the North–South Avenue will not be routed through residential local streets in completed estates instead. Where that is expected, specific mitigation should be committed to.
As an existing homeowner, I welcome clarity on how extensions and alterations will be assessed. I request that the criteria be proportionate, clearly published, and no more restrictive for Clonburris homeowners than the rules that apply to comparable homes elsewhere in the county, including for rear extensions, attic conversions, solar panels, EV chargers and garden rooms.
