My name is Lynsey Jordan. I am a resident in Monastery Heath Square. I am extremely concerned about the proposal to open a permeability route in front of my home.

Observations:

The county development plan is to be consistent with the Local Area Plan which states very clearly in SM-2 Objective 4. that to ensure that connectivity for pedestrians and cyclists is maximised and walking and cycling distances are reduced in existing built up areas, by removing barriers to movement and providing active travel facilities. In order to increase access to local shops, schools, public transport services and other amenities through filtered permeability, while also taking account of existing patterns of anti-social behaviour in the removal of such barriers with due consideration of consultation with local residents where needed is evidenced or expressed. Section 8.7.5. states that boundary treatment, public lighting and planting should be designed carefully to create a sense of security and to avoid opportunities for anti-social behaviour.

I think it is important to state that there are documented instances of anti-social behaviour which will be amplified by this access, without necessary gain (i.e. less than 300 metres in walking distance). The safety improvements are not immediately apparent given the large amount of the route is covered by residential route already.

I really hope that we the residents that will be most negatively impacted by this proposal are heard and that this idea is rejected.

Main reasons: 

Increased anti-social behaviour pathway being created. This new route will only benefit people looking for a quick escape route from one estate to another. The increased use of electric scooters for anti-social reasons will create a safety hazard for our children/adults and vehicles as this route will be utilised by such people due to the difficulty of following them from Woodford estate into Monastery Heath Square. This would be an ideal pathway for such behaviour as they would know it would be difficult for a Garda vehicle to get around to Monastery Heath from Woodford with ease.

There is already a pedestrian route that is only maximum 4 minutes longer than this one being suggested. The pathways in Monastery Heath Square are quite narrow and would not be a safer option than the route already in place up Woodford Hill. Our homes in Monastery Heath Square do not have walled gardens and this proposal would see strangers walking extremely close to our homes that have been bought due to the secure nature of our community here in Monastery Heath Square.
