Proposed Safety Works at N4 Junction 4 Footpath-Cycleway

Under Section 38 of the 1994 Road Traffic Act, a Road Authority may in the interest of the safety and convenience of road users provide such traffic calming measures as it considers desirable in respect of a public road in its charge. South Dublin County Council (SDCC), in conjunction with Transport Infrastructure Ireland (TII) are working with AtkinsRéalis consulting engineers on a design to facilitate improved pedestrian and cyclist features along the N4 Junction 4.

The proposed scheme is located at N4 Junction 4 and looks at all four legs of the junction. It looks to address the hazardous existing conditions for cyclists in the area, with vehicles exiting the N4 mainline, manoeuvring through the slipway and entering the on-road cycle lane at considerable speeds.

Scheme Objectives:

•              Identify the potential risks to pedestrians and cyclists

•              Develop potential solutions to reduce the risk to pedestrians and cyclists

•              Improve pedestrian and cyclist safety

Proposed Design

This scheme looks to extend the off-road cycle track along with a new 3m wide shared space link design between existing footpath and the off-road cycle track. In addition this option will include the installation of bollards along the existing on road cycle lane to create a physical barrier. Further measures include the restoration of the red surfacing at the on-road cycle lane. The proposed works in this scheme will all remain within the existing road boundary - no land take will be necessary.

The particulars of the proposed measures are available for inspection online on the Council’s Public Consultation Portal website (http://consult.sdublincoco.ie) during the period from Thursday, September 5th to Thursday, October 3rd 2024.

Submissions

 Submissions can be made using the Consultation tab in South Dublin Council Council’s consultation portal.  Only one submission per household.  Once works commence they cannot be reversed. Your submissions on the proposed works can be made as follows;

  • On South Dublin County Council’s Public Consultation Portal website http://consult.sdublincoco.ie under Consultation by midnight on 03/10/2024
  • In writing to the Senior Executive Officer, Roads Department, Land Use, Planning and Transportation, County Hall, Tallaght, Dublin 24, to be received on or before 5.00pm on 03/10/2024, submissions should be labelled “Proposed Safety Works at N4 Jn4 FOOTPATH-CYCLEWAY”.

Please make your submission by one of the above methods only.  Only submissions received as set out above will be considered.  Submissions cannot be accepted in any other format or to any other postal address. All submissions received will be considered and will form part of the Chief Executive’s report on the public consultation process. It should be noted that the Freedom of Information Act, 1997 -2006 (amended) applies to all records held by South Dublin County Council.

Next Steps:

Following public consultation, and the conclusion of the Section 38 process, the detailed design of the ‘N4 Jn4 Footpath-cycleway’ will commence, with construction anticipated to start in Q4 2024. South Dublin County Council’s Personal Data Privacy Statements can be viewed at www.sdcc.ie and all personal data will be retained in line with statutory requirements.
