Planning and Development Regulations, 2001 (As Amended)
Pursuant to the requirements of the above, notice is hereby given of the proposal to construct the following development by South Dublin County Council:
Installation of a heat pump system at Civic Theatre, Parthalán Place, Belgard, Road, Tallaght, Dublin D24NWN7.
The Proposed Works comprise:
Installation of a heat pump system, comprising of 2 No. 27kW Air Source Heat Pumps to be located on the split level roof, with associated site works.
Installation of a 2.4m high acoustic lourve screen around the two open sides of the compound area on the split level roof.
Creation of an access point to the split level roof from the existing plantroom.
The proposal has undergone Screening for Appropriate Assessment in accordance with Article 6(3) of the Habitats Directive (92/43/EEC) and Screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU.
In accordance with Article 81 of the Planning & Development Regulations 2001, as amended, the Planning Authority has made a determination and concluded that:
The proposed development, either individually or in combination with other plans and projects, will not result in likely significant effects on the qualifying interests, special conservations or the conservation objectives of any designated European Site. A Stage 2 Appropriate Assessment is therefore not required.
The proposed development would not be likely to have significant effects on the environment and that the proposed development is not of a class set out under Schedule 5 of the Planning and Development Regulations 2001, as amended, and therefore the completion of an EIAR is not required.
The authority has also made a determination under Article 6(3) of the Habitats Directive (92/43/EEC) that the proposed development, either individually or in combination with other plans and projects, will not result in likely significant effects on the qualifying interests, special conservations or the conservation objectives of any designated European Site.
Project Objectives
The proposed works, as outlined above, are critical to reduce the energy consumption and carbon emissions of the Civic Theatre Building. The estimated overall targets for the building are to reduce energy consumption in the region of 63%, with the associated cost savings, and to reduce carbon emissions in the region of 58%, contributing to SDCC's Statutory targets as set out in the Climate Action Plan 2024-2029.

Printed plans and particulars of the proposed development are available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at County Hall, Tallaght, Dublin 24, during office hours from20th of July 2026 to 17th of August 2026.
Submissions or observations with respect to the proposed development dealing with the proper planning and sustainable development of the area in which the proposed development will be situated may be made in writing up to31st of August 2026 and may be submitted as follows;
• On South Dublin County Council’s public consultation portal website http://consult.sdublincoco.ie, under Consultation by11:59pm on 31st of August 2026.
Or
• In writing addressed to the Senior Engineer, Climate Action, South Dublin County Council, County Hall, Tallaght, Dublin 24, to be received on or before 5.00pm on31st of August 2026. Submission should be labelled “Installation of a heat pump system at Civic Theatre, Tallaght”
