Notice of Proposed Development By A Local Authority

 

Location: Clondalkin Library, Monastery Road, Clondalkin, Dublin 22. (A protected structure, RPS ref. 149)

Nature & Extent of the Proposed Development:

 

Pursuant to the requirements of the above, notice is hereby given of the proposal to construct the following scheme by South Dublin County Council: To extend & carry out alterations to Clondalkin Library, Monastery Road, Clondalkin, Dublin 22.

 

Works to the existing building and its site which is a Protected Structure include: (i) The introduction of a new vertical circulation route to manage universal access, by means of a lightweight 2 story extension and the demolition of single storey boiler house/ bin store for this proposal; (ii) Internal works include 3no. new openings & 1no. opening of existing door, in external fabric to provide access for circulation; New staff work/storage room to ground floor reading room. New glazed entrance Lobby & external door, including upgrading of External fire door, and fire lining of stairs & opening of original door opening to proposed accessible public WC; (iii) Upgrade of internal finishes including floor coverings, joinery, shelves & paint work; (iv) Conservation and repair work to existing Fabric, Windows, and replacement where necessary; (v) Conservation and repair work to Roof, gutters, facias/ soffits & Chimneys where required; (vi) Upgrading of Mechanical & Electrical services; (vii) Upgrading of external area to front/rear of Library, including, Lighting, signage & soft Landscaping; (viii) All associated ancillary works required to carry out above works. As Clondalkin Library is an historic building, an Architectural Impact Report is in included as part of this application.

 

The proposal has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC) and screening for Environmental Impact Assessment (EIA) under the EIA Directive 2014/52/EU. The Planning Authority has made a preliminary examination of the nature, size and location of the proposed development. The authority has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development and a determination has been made that an EIA is not required.

 

The plans and particulars of the proposed development are available for inspection online on the Local Government Ireland Planning System (https://planning.localgov.ie/) during the period: Thursday 28th November 2024 to Monday 20th January 2025.

 

Printed plans and particulars will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at County Hall, Tallaght, Dublin 24 during office hours from Thursday 28th November 2024 to Monday 20th January 2025.

Submissions or observations in relation to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made as follows:

Online at https://planning.localgov.ie/ up to 11.59pm on Monday 20th January 2025.

Written submissions not later than 5.00pm, on Monday 20th January 2025 to: County Librarian, South Dublin Libraries, Unit 1, The Square Industrial Complex, Belgard Square East, Tallaght, Dublin 24, D24 YXW3. Submissions should be labelled “Clondalkin Library”.
