Adamstown South & West (Outer) Strategic Development Area
Observation
I strongly support the additional Specific Local Objectives adopted for the Adamstown South & West (Outer) Strategic Development Area.
Given the scale of development proposed, it is essential that housing growth is accompanied by:
- Strategic transport infrastructure.
- Primary healthcare facilities.
- Community and social infrastructure.
- Garda facilities.
- Swimming pool and leisure facilities.
- Appropriate road and active travel infrastructure.
These objectives do not prevent development. Rather, they help ensure that future growth is delivered in a sustainable and balanced manner and that residents are not left waiting years for essential services and facilities.
The planning framework should continue to prioritise an infrastructure-first approach and these amendments should be retained.

I support the amendments adopted by the elected members that seek to align future housing growth with the delivery of transport, healthcare, community and recreational infrastructure.
Lucan is expected to accommodate a significant proportion of the additional housing provided through Variation No. 2. It is therefore appropriate that stronger safeguards are included to ensure that infrastructure delivery keeps pace with development.
The amendments relating to Adamstown SDZ West, Adamstown South & West (Outer) Strategic Development Area and Finnstown Castle improve the Variation by promoting infrastructure-led growth, environmental protection, heritage conservation and long-term community wellbeing.
I respectfully request that these amendments be retained in the final adopted Variation.
Finnstown Castle
Observation
I strongly support the amendment removing the proposed residential zoning at Finnstown Castle.
Finnstown Castle is an important heritage asset whose significance extends beyond the Protected Structure itself to include its landscape setting, mature trees, historic features and contribution to the character of the wider Lucan area.
Retaining these lands as open space provides a balanced planning outcome that protects heritage, biodiversity and landscape character while still allowing South Dublin County Council to meet its housing obligations elsewhere within the county.
I support the retention of this amendment and believe it represents a sustainable and long-term planning approach for the area.

Observation
I strongly support the amendment requiring DART+ South West (or an equivalent rail service) to be operational before significant residential development commences.
This amendment significantly strengthens the planning framework by ensuring that strategic public transport infrastructure is delivered before substantial additional housing is occupied.
Residents of Lucan and Adamstown have experienced significant residential growth while key transport projects have repeatedly experienced delays. Requiring the rail service to be operational rather than simply commenced provides greater certainty that sustainable transport infrastructure will be available when future residents move into the area.
This amendment supports proper planning, sustainable transport and infrastructure-led growth and should be retained in the final Variation.
