Observations: 
Ensure protection of residential amenity

We, the Residents Association of Hermitage Park, Lucan, appreciate the addition of MA 14.1 but ask the council to further strengthen MA14.1 to protect residential amenity for the residents in Hermitage Park. Residents of Hermitage Park are not against development on this land but previous planning applications have all ignored the residential amenity of the existing residents. Any future development cannot and should not exit through Hermitage Park, specifically through the wall at Hermitage Gardens.  We ask the council to add this to MA14.1 for the following reasons:

  • The section of wall isn't wide enough and would not allow emergency vehicles to pass through safely. 
  • There is a childcare facility adjacent to that wall and a cul de sac where children play so additional traffic would be a huge danger to children.
  • A residential development with opening into Hermitage Park would mean additional cars parked through the estate where parking is already tight. 
  • Additional traffic from the Foxhunter lands would cause additional traffic exiting from Hermitage Park where currently only 2-3 cars exit on each turn of the lights. This traffic would add to the busy R136 and according to An Bord Pleanna on a previous planning application decision, additional extra traffic onto the R136 would "endanger public safety by reason of traffic hazard or obstruction of road users". (see point 6 on attachment). 

Therefore it is of utmost importance that the MA14.1 be edited to state that any development cannot exit into Hermitage Park to further protect the residential amenity of the current residents.

We, the Residents Association of Hermitage Park, support MA2.1 because we agree that major public transport infrastructure should be operational before significant additional development proceeds. Future development needs to start after adequate infrastructure so that current and future residents can avail of it without delay. 

We also appreciate the addition of a masterplan to be prepared prior to ensure that the items outlined in MA2.1 area considered and delivered.

We, the Residents Association of Hermitage Park, support MA3.1 to remove the proposal to rezone the lands at Finnstown Castle for all of the reasons outlined in our initial submission. 

This land should be deemed a high amenity area as it is the last piece of undeveloped land in this area. As such it provides the lungs to the surrounding area. This land acts as a much-needed open buffer and wildlife corridor in an increasingly built-up part of Lucan.

The road network surrounding this land isn't currently coping with the levels of traffic with my residents in the adjacent estates stating that they are prisoners in their estates. Buses are full and will be under more pressure as the new Clonburris SDZ comes to completion further up the road.

The house is a protected structure and previous planning applications were rejected in order to protect the 200-year old building, its setting and surrounding area. 

The area surrounding this land has recently been developed with many new housing developments and more are in progress in close proximity which will put even more pressure on infrastructure and services in the area. The area will not cope with an additional 1,000 houses / units.

We, the Hermitage Park Residents Association, strongly support the addition of MA6.1 to remove the proposal to rezone the lands at St. Edmundsbury for the following reasons:

  • These lands are currently zoned High Amenity and are adjacent to the Special Area of the Liffey Valley. This site is integral to the green corridor, feeding into the Liffey Valley Strategic Amenity Area (SAAO) and should not be rezoned for residential or any other use, except to be added to the SAAO. 
  • The biodiversity on this land must be maintained. It is home to many species including many protected species. A biodiversity study needs to be undertaken of these lands so they can be protected properly. Our community has shared sightings of foxes, badgers, barn owls, red kites, stoats, bats, yellow hammer, buzzards, swifts, pine martins - all of which are likely to be breeding on this land. 
  • This land includes important, established woodland. The government is encouraging and paying land owners to plant and maintain woodland across the country. It doesn't make sense to remove established woodland for housing in an area that already has so much housing development. 
  • The road that provides access to and from this land is already severely congested with traffic at all times of the day and night, it cannot accommodate an addition 700+ house and occupants.

We, the Residents Association of Hermitage Park, support MA17.1, the addition of a thorough assessment prior to planning.

There are two areas of potentially 12,000 additional units on the proposal, one in Adamstown and another at Grange Castle. This would amount to excessive development in an area already struggling to support current residents. Therefore proper planning is of utmost importance.

Proper planning and assessment will ensure better living conditions for future residents.
