We welcome that the Plan sets out:

To support and facilitate the provision of post-primary schools in the Citywest/Saggart area, in line with the Fortunestown Local Area Plan and any subsequent plan for the area.

We note:

There is a huge need for increased educational capacity in particular secondary schools
Any planned school should be required to have parking considerations to meet the demands / school busses to serve the students. Traffic is at a standstill at school drop off and collection times in the village. Cars are illegally parked on footpaths.
Create public transports links with Saggart and main colleges (incl. Maynooth, DCU and UCD)

We welcome that the Plan sets out:

To support the development of local tourist and heritage trails at suitable locations such as Brittas, Clondalkin, Lucan, Newcastle-Lyons, Rathcoole, Rathfarnham, Saggart, and Tallaght and seek to make such trails interactive e.g. development of application software.

We propose:

That the Old Paper Mill and ponds be incorporated into any plans for a heritage trail

We welcome that the Plan sets out:

To favour the preservation in-situ of all sites, monuments and features of significant historical or archaeological interest in accordance with the recommendations of the Framework and Principles for the Protection of Archaeological Heritage, DAHGI (1999), or any superseding national policy document.

We request that:

The Old paper Mill be preserved and promoted as a site of historical significance and interest to both residents and visitors, with the potential for a visitors site with café / shop amenities

We welcome that the Plan sets out:

To prioritise the upgrade of footpaths, public lighting & public realm maintenance and supporting signage on public roads/paths where a demonstrated need exists for busy routes used by runners & walkers.

We propose:

Additional lighting is needed along Garter’s Lane and Castle Road
Wider footpaths are required in the Saggart area. SDCC recently upgraded some footpaths around the village plaza which are a great ddition, but only to within a few metres of the plaza. Extending these newer footpaths along Garter Lane, towards the Business Campus and the Luas would be of benefit to many pedestrians.
There is a requirement for a footpath on Castle Road up to the Nursing home which we have requested on several occassions. This is a barrier to residents in the Nursing Home accessing their local community.
Cycle paths are needed in order to promote safe cycling to ease traffic congestion

We welcome

The recognition that there are currently no community centres located in the immediate area. Community floorspace requirement under the Fortunestown Local Area Plan.

We are thankful therefore of South Dublin County Council’s investment in the Saggart Community Centre due to open in December 2021.

We welcome the following:

The Village Centre zoning will support the protection and conservation of the special character of the traditional villages and provide for enhanced retail and retail services, tourism, residential, commercial, cultural and other uses that are appropriate to the village context.

We highlight that:

While this zoning is beneficial to Saggart Village itself, any planning approval or An Board Pleanala fast track approvals of developments in the areas immediately surrounding Saggart village must take that into consideration. Any of these developments must be assessed in relation to the impact on the village.
Impact should be assessed on traffic which is an ongoing issue in the village
Impact should be assessed on medical facilities with many of the GP clinics in the area being closed to new patients due to capacity having been reached
Impact should be assessed in terms of community facilities and childcare facilities
Impact should be assesed in terms of parking facilitie

We are surprised to not see any reference to a village bypass for Saggart Village and request that this be included in the development plan. Previous SDCC plans show a bypass which routed traffic around the villages of Saggart and Rathcoole. Instead, traffic now flows from the n81 through both villages in order to get to the n7. This poses problems of traffic congestion, safety when large trucks travel through the village and polution from vehicles which could be diverted around the village. This impacts on resident's wishes to walk and cycle, which are to be promoted. Any bypass should be diverted around the village cross roads and surrounding estates.
