Pursuant to the requirements of the above, notice is hereby given of the proposal to construct the following development by South Dublin County Council:

Installation of a rooftop solar PV and heat pump system at Tallaght Leisure Centre, Fortunestown Way, Tallaght, Dublin 24, D24KX38.

The proposed works comprise:

  • Installation of a rooftop solar PV array with an estimated area of 496m2, with associated site works
  • Installation of a heat pump system, comprising of 3 No. 90kW Air Source Heat Pumps, in the car park area of SDC Leisure Tallaght with associated site works. The heat pump system will be surrounded on three sides by a 2.4m high acoustic barrier and on the remaining side by a 2.4m fence. The dimension of the fenced area is 16.73 m x 5.47m.
  • The removal of 4 No. Trees to facilitate the heat pump system.

The proposal has undergone Screening for Appropriate Assessment in accordance with Article 6(3) of the Habitats Directive (92/43/EEC) and Screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU.

In accordance with Article 81 of the Planning & Development Regulations 2001, as amended, the Planning Authority has made a determination and concluded that:

  1. The proposed development, either individually or in combination with other plans and projects, will not result in likely significant effects on the qualifying interests, special conservations or the conservation objectives of any designated European Site. A Stage 2 Appropriate Assessment is therefore not required.
  2. The proposed development would not be likely to have significant effects on the environment and that the proposed development is not of a class set out under Schedule 5 of the Planning and Development Regulations 2001, as amended, and therefore the completion of an EIAR is not required.

The authority has also made a determination under Article 6(3) of the Habitats Directive (92/43/EEC) that the proposed development, either individually or in combination with other plans and projects, will not result in likely significant effects on the qualifying interests, special conservations or the conservation objectives of any designated European Site.

Project Objectives

The proposed works, as outlined above, are critical to reduce the energy consumption and carbon emissions of the Tallaght Leisure Centre Building. The estimated overall targets for the building are to reduce energy consumption in the region of 62%, with the associated cost savings, and to reduce carbon emissions in the region of 57%, contributing to SDCC's Statutory targets as set out in the Climate Action Plan 2024-2029.

The plans and particulars of the proposed development are available for inspection online on the council’s public consultation portal website (http://consult.sdublincoco.ie) during the period from 20th of July 2026 to 17th of August 2026.

Printed plans and particulars of the proposed development are available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at County Hall, Tallaght, Dublin 24, during office hours from 20th of July 2026 to 17th of August 2026.

Submissions or observations with respect to the proposed development dealing with the proper planning and sustainable development of the area in which the proposed development will be situated may be made in writing up to 31st of August 2026 and may be submitted as follows;

• On South Dublin County Council’s public consultation portal website  http://consult.sdublincoco.ie, under Consultation by 11:59pm on 31st of August 2026.

Or

• In writing addressed to the Senior Engineer, Climate Action, South Dublin County Council, County Hall, Tallaght, Dublin 24, to be received on or before 5.00pm on 31st of August 2026. Submission should be labelled “Installation of heat pump system and solar PV at Tallaght Leisure Centre
